The mission of the Board of PERA is to preserve, protect, and administer the Trust to meet its current and future obligations and provide quality services to Association members. Help us fulfill this mission by safeguarding and growing the pension to ensure financial dignity for public workers across New Mexico. Job Description: Behind every investment decision at PERA is an operations function that must keep pace with the growth and complexity of a $20.5 billion multi-asset portfolio. We are looking for a Data Integrity & Performance Officer to join our Investment Operations Team and help build the operational infrastructure a modern public pension plan requires. This role is responsible for establishing and maintaining an independent investment data validation and performance oversight function – and will serve as a key partner to the investment team, our custodian bank (BNY), external investment managers, consultants, and auditors. The position will develop a comprehensive, controlled view of the Fund’s investments across public and private markets by reconciling, validating, and integrating data received from the custodian, investment managers, general partners, and other service providers. Investment operations at PERA supports the same portfolio growth and complexity as portfolio management, but through many complex stand-alone functions that must each be designed, documented, and monitored independently. We are seeking an experienced professional who has performed this work at another U.S. pension or trust fund and can bring established practices, process discipline, and institutional knowledge to PERA from day one. At PERA, we highly value our culture, emphasizing collaboration and teamwork. However, we also recognize the importance of individual initiative and the ability to navigate and adapt within a rapid and dynamic work environment. The team is mission-focused, understanding its fiduciary duty and the importance of prudently investing and safeguarding assets to meet its statutory obligations to its members. If you are an operations professional who wants to build something durable rather than maintain the status quo, we would like to hear from you. Essential Duties and Responsibilities: Investment Data Integrity and Reconciliation · Establish and maintain independent reconciliation procedures for investment positions, transactions, cash balances, valuations, income, expenses, and other investment-related data. · Develop automated validation controls to identify missing, inaccurate, inconsistent, stale, or anomalous data. · Investigate discrepancies between custodian records, investment manager reports, general partner statements, and internal records; document root causes and corrective actions. · Maintain an exception-management framework with defined materiality thresholds, escalation procedures, resolution deadlines, and approval controls. · Monitor recurring data-quality issues and service-provider performance, escalating material and unresolved issues to management. Internal Data Management · Lead the design, implementation, and ongoing maintenance of an internal investment data repository covering the Fund’s public and private market investments. · Establish standardized data definitions, security and manager identifiers, asset classifications, source hierarchies, data ownership, and validation rules. · Integrate information from custody, investment management, accounting, and private-market reporting systems. · Maintain records of commitments, capital calls, distributions, unfunded commitments, NAVs, fees, and valuation dates for private-market investments. · Preserve source lineage, historical data, correction records, review approvals, and audit trails. · Develop automated data feeds, reconciliation workflows, exception reports, and dashboards in coordination with other internal stakeholders. Governance, Reporting and Continuous Improvement · Develop and maintain written procedures, control documentation, data-quality standards, and operating metrics. · Coordinate with investment teams, accounting, risk, compliance, auditors, consultants, and service providers to resolve data and reporting issues. · Support system assessments, vendor evaluations, implementation projects, and ongoing enhancements to investment data and performance infrastructure. · Recommend improvements to processes, systems, and controls to reduce manual intervention and operational risk. · Communicate material data-quality issues, performance discrepancies, control deficiencies, and remediation progress to management. Desired Skillset · Demonstrated experience in institutional investment operations, investment performance measurement, investment accounting, portfolio data management, or a related field. · Strong understanding of public and private investment structures, transactions, valuations, cash flows, and performance measurement. · Experience reconciling investment data across multiple service providers and systems. · Experience designing or maintaining automated controls, data-quality procedures, reporting systems, or investment data repositories. · Advanced analytical and problem-solving skills, with the ability to identify root causes and communicate findings clearly. · Strong Excel skills and experience with data analysis and reporting tools; familiarity with SQL, Python, APIs, or business intelligence platforms is desirable. · Ability to manage competing priorities, exercise independent judgment, and work effectively across investment, accounting, operations, and technology functions. Measures of Success · Improved accuracy and consistency of investment positions, valuations, cash flows, and performance reporting. · Reduced frequency, value, and aging of unresolved reconciliation exceptions. · Increased automation of data validation and reporting processes. · Timely identification, escalation, and resolution of material discrepancies. · Establishment of a documented, auditable internal investment data framework covering public and private markets. · Reduced dependence on unverified service-provider reports and manual spreadsheet-based controls.
