About the Role

Bixal is seeking a Full Stack Engineer to build, maintain, and modernize applications on a federal platform that supports governmentwide regulatory planning and review. These systems serve federal agencies, oversight offices, and the public, requiring reliable and secure operations around the clock. In this role, you will maintain existing applications built with Java, Spring, and Oracle while helping develop a replacement platform using modern cloud and container technologies. Your responsibilities will include resolving production issues, delivering application enhancements, implementing integrations, and developing automated tests. You will work within an Agile team alongside engineers, designers, a security lead, and help desk staff. This is a full-time position on an awarded government contract with a 12-month base period and two 12-month option periods.

Key Responsibilities

Design, develop, and maintain features, services, and APIs across Java and Spring applications backed by Oracle, as well as modern cloud- and container-based applications. Deliver defect fixes, security patches, and application enhancements in Red Hat Enterprise Linux and Tomcat environments. Investigate help desk escalations by reproducing issues, identifying root causes, and communicating solutions clearly. Apply security updates and remediate vulnerabilities within contractual timelines in collaboration with the security lead. Validate system functionality following code changes, infrastructure updates, and client-managed environment changes. Contribute to integrations with related federal systems, including data migration and cutover activities. Develop accessible, user-friendly interfaces that meet Section 508 and WCAG 2.1 AA requirements. Write automated unit, integration, and regression tests to support a minimum of 90% code coverage. Ensure code meets linting and accessibility standards and has no medium- or high-severity security findings before each release. Deploy changes through automated CI/CD pipelines and support rollback procedures when required. Develop and maintain reports using JasperReports or Crystal Reports and respond to ad hoc data requests. Maintain inline documentation, dependencies, and technical notes. Participate in Agile ceremonies, including sprint planning, estimation, sprint reviews, and retrospectives. Cross-train across systems to help the team respond to changing priorities. Participate in code reviews and provide and receive constructive feedback. Perform other relevant duties as assigned and as qualified or trained to perform.
