Required Qualifications
Relevant experience with SNAP EBT systems, EBT planning, procurement, implementation, or related government benefits technology. Knowledge of applicable USDA/FNS requirements, federal compliance processes, and EBT industry standards. Experience developing or reviewing RFPs, procurement requirements, vendor evaluation plans, or technical specifications. Experience with project planning documentation, schedules, budgets, risks, and deliverables. Experience developing test plans, test cases, acceptance criteria, and system testing documentation. Strong technical writing, analytical, communication, and stakeholder coordination skills. Ability to work remotely and travel to South Dakota as required.
Preferred Qualifications
Direct experience supporting state government SNAP EBT procurement or re-procurement projects. Experience preparing IAPDs/IAPDUs or similar federal Advanced Planning Documents. Experience working directly with USDA/FNS on system approvals, requirements, or recommendations. Experience with FNS Handbook 901 and applicable SNAP EBT regulations. Experience coordinating with EBT processors and managing System Acceptance Testing. Experience developing technical and cost evaluation criteria for government procurements. Experience supporting EBT transitions, implementation readiness, testing, and go-live planning.
