[Remote] Engineering Manager - Owner's Rep

JSG is a staffing and consulting services company seeking an Engineering Manager - Owner’s Rep for pharmaceutical and life sciences projects. The role leads multidisciplinary engineering activities from conceptual design through commissioning, coordinating design, construction, and operations while ensuring safety, quality, compliance, budget, schedule, and technical performance.

Responsibilities

• Act as the primary engineering representative for a major client, overseeing multidisciplinary efforts from conceptual design through commissioning
• Develop and implement engineering strategies, governance processes, and decision-making frameworks to meet project objectives
• Ensure technical solutions are compliant, constructible, maintainable, and aligned with owner standards and regulatory requirements
• Coordinate and lead reviews of designs, calculations, specifications, and other critical deliverables at key milestones
• Monitor performance against scope, budget, schedule, quality, and safety targets, proactively addressing variances
• Manage relationships with design firms, vendors, contractors, and internal stakeholders to foster collaboration and accountability
• Support field activities, ensuring installations meet design intent and operational standards, and facilitate timely resolution of technical issues

Skills

• Bachelor's degree or higher in Chemical, Mechanical, Electrical, Civil, or related engineering discipline
• 15+ years of progressive engineering experience, with significant responsibility for large-scale, regulated manufacturing projects (pharma, biotech, biopharma, or chemical industries)
• Proven track record as an Engineering Manager, Owner's Representative, or Design Manager on complex projects
• Deep knowledge of cGMP, qualification and validation processes, utilities, automation, and facility systems
• Strong organizational, leadership, negotiation, and communication skills, with the ability to manage multiple priorities and deliver results under tight deadlines
• Proficiency with engineering and project management tools such as Microsoft Office, Project, and collaboration platforms
• PE license
• Experience with EPCM, design-build, or integrated project delivery models
• Demonstrated ability to evaluate technical decisions in relation to cost, schedule, and risk management
• Additional certifications related to project management or specialized engineering fields
